billion VND (excluding revenues from state-run lotteries), a fall of 0.38%; the

                     revenue from export-import duties gained 995.6 billion VND, a downturn of
                     41.53%.

                           The  total  state  budget  expenditure  reached  31,662.06  billion  VND  in
                     2022, a year-on-year increase of 35.7%, of which: the development investment
                     expenditure  was  4,252.09  billion  VND,  a  rise  of  10.27%;  the  recurrent
                     expenditure achieved 7,047.92 billion VND, an uptrend of 4.52%.

                           3. Investment and construction

                           Total realized social investment capital at current prices was estimated to
                     reach  41,635.9  billion  VND  in  2022,  a  year-on-year  growth  of  18.2%,  and
                     equivalent to 43.05% in GRDP, of which the State sector’s investment reached
                     9,355.2  billion  VND  (accounting  for  22.5%  of  the  total  realized  social

                     investment capital), a rise of 13.9%; the non-state sector’s investment reached
                     29,900.8  billion  VND  (accounting  for  71.8%  of  the  total  realized  social
                     investment  capital),  a  soar  of  18.1%;  the  foreign  direct  investment  sector
                     reached  2,379.9  billion  VND  (making  up  5.7%  of  the  total  realized  social
                     investment capital)), a jump of 41.3%.

                           With regard to foreign direct investment, in 2022, 02 projects were newly
                     licensed with registered capital of 16.06 million USD, while this figure was
                     only 01 project in 2021. In addition, 119 turns of projects which were licensed

                     since  the  previous  years  registered  to  adjust  their  investment  capital  with
                     additional capital of 3,403.6 million USD, of which electricity, gas, steam and
                     air-conditioning  supply  attracted  the  largest  foreign  direct  investment  with
                     capital of 2,123.5 million USD, accounting for 62.4% of the total registered
                     capital, followed by accommodation and food service activities (678.4 million
                     USD,  accounting  for  19.9%),  the  manufacturing  (405.84  million  USD,

                     accounting for 11.9%), and other activities (195.9 million USD, accounting for
                     5.8%). As of 31st December 2022, among the countries and territories making
                     investment in projects in Binh Thuan province, China was the largest investor
                     with the total capital of 2,376.7 million USD, accounting for 69.8% of the total
                     registered  capital,  followed  by  Ukraine  with  the  total  capital  of  400  million
