- Science and technology service organizations are organized in the form of

centers, offices, laboratories and other forms prescribed by the Minister of
Science and Technology.

Spending on scientific, technological research and development means
expenditures including expenditure on development investment, expenditure on
scientific, technological research and development and others.

Allocated funding sources consist of 3 types:

- State budget sources (including sources in the form of state budget),
comprise the central budget and the local budget. The central budget composes of
budget allocated by the Ministry of Science and Technology and line ministries.
The local budget is a source directly allocated from the budget of the centrally-
managed provinces or cities.

- Non-state sources are sources from the budget of businesses and

universities.
- Foreign sources.
