A traffic accident is an unexpected event, which is beyond the people’s
subjective will, occurs when traffic participants are participating in public roads,

special-use roads or in public transport areas (referred to as traffic network: road,
railway, inland waterway, seaway, airway), but subjectively violating traffic
safety rules or encountering unpredictable and unpreventable situations, incidents,
causing certain damages to the people’s life, health or property.

Fire and explosion occurs out of control unintentionally in residential
areas, establishments, forest fires, transport means causing damage to people,
property and affect the environment. Once a fire or explosion occurs, it is called a
case of fire or an explosion. A fire has been temporarily controlled but after that it
flares up again, it will only be counted as one case of fire, and consecutive
explosions will be counted as a case of explosion.

JUSTICE

Number of instituted cases is the number of cases having criminal signs
which have been decided to prosecute by authorized agencies.

Number of instituted people is the number of persons or legal entities that
have been decided to prosecute by authorized agencies.

Number of prosecuted cases is the number of cases that the procuracy
decided to bring to the court by indictments or prosecution decisions.

Number of prosecuted defendants is the number of defendants
whom the Procuracy decided to bring to the court by the indictment or
prosecution decision.

Number of sentenced cases and offenders are the number of cases and
defendants that the lower People's court has made trial and declared guilty.

Instituted person/accused person is a person or a legal entity that is
prosecuted criminal. The rights and obligations of instituted person as legal entity
are made through the legal representative of the legal entity according to the
provisions of the Criminal Procedure Law.

Defendant is a person or a legal entity that has been to trial by the court.
